The plenary meeting started with an opening prayer led by the honorable speaker RT. Hon. Uche Okafor, The speaker also acknowledge the presence of all those present in the plenary.
After carrying the votes and proceedings as required in order 3 of the State house of representative paper order, the speaker moved to order 10, and Hon Godwin Nnamdi Okafor member representing Awka south 1 constituency said that what is in order 10 of today is the report on the presentation and consideration of the house committee on finance and appropriation in the Anambra state of Nigeria appropriation bill 2022. And he said that the presentation is to be handled by the chairman of the finance and appropriation committee.
Hon Obinna Chris Emeneka member representing Anambra east constituency presented the report and the report reads ‘’A document a lot to provide the sum of 141,969,369, 784 naira, for the service of the government of Anambra state for the year ending 31st December 2022’’.
Hon Godwin Nnamdi Okafor the leader of the majority moved a motion that the house resolve to a committee of a whole so that the report by Hon Obinna Chris Emeneka on finance and appropriation on the Anambra state of Nigeria appropriation bill 2022 will be considered.
Hon Onyebuchi Augustine Offor the minority leader seconded the motion moved by the majority leader of the house.
The Rt Hon Uche Okafor, the speaker called the house committee chairman on finance and appropriation Hon Obinna Chris Emeneka to explain the report before consideration.
Hon Obinna Chris Emeneka the house committee chairman of finance and appropriation did a just explanation on the report of the house committee on finance and appropriation for the 2022 draft capital and recurrent estimate as submitted by the Governor of Anambra State Chief Willie Obiano to the state house of assembly, after thorough job.
He said that the committee observed that fund should be release to MDA’s for optimum budget performance. And he also added in his explanation that the list of roads to be constructed in 2022 should be on sperate specific contract.
In the conclusion of the report, the committee extend their appreciation to the speaker, house members for their corporation and effort.
Hon Godwin Nnamdi Okafor commend the committee for a job well done, stating that the committee tried to cover all round, making sure that every group were taking care of.
He also moved a motion that the report be adopted.
During the consideration the issue of 60,914,759,931 naira, the accountant general may on the warrant of the commissioner for finance, consented by the governor pay out the consolidated revenue from the Anambra State revenue fund during the year ending 31st day of December 2022 and any sum not exceeding the sum of 60,914,759,931 being total of the amount set forth.
The issue of 81,54,609,853 naira the accountant general may on the warrant of the commissioner for finance, consented by the governor pay out of the consolidated revenue fund and capital development fund of Anambra State of Nigeria during the period ending 31st day of December 2022 any sums not exceeding in the whole, the sum of 81,54,609,853 naira being the total of the amount set forth.
All these sum mention shall be appropriated to the purposes in the manner indicated in the scheduled to the law.
In the consideration of the report one of the issue is that no issuing of funds after 31st December 2022.
The law shall be signed as Anambra appropriation law 2022 and shall be deemed to come into force on the 1st day of January 2022.
After the consideration Hon Godwin Nnamdi Okafor moved a motion that the house revert to plenary so Mr speaker can report progress and Hon Onyebuchi Augustine Offor seconded him.
Rt Hon Uche Okafor the speaker house of representative reported the progress and the house agreed that the report forms a working tool for the house and the house also agreed that the commencement date of the bill into law will be 1st day of January 2022.
The bill to provide for the sum 141,969,369,784 naira for the services of the government of Anambra State of Nigeria for the year ending 31st December 2022 and for related matters was also passed after following due process, first, second and third reading.
Hon Godwin Nnamdi Okafor moved a motion that the house be adjourn to Tuesday 18th of January 2022, Hon Onyebuchi Augustine Offor seconded the adjournment and also urge everyone to be security conscious.
The speaker Rt Hon Uche Okafor wishes everyone merry Christmas in advance and a prosperous new year. He also congratulated Ndi Anambra on their new cargo airport that has started full operation.
