The Anambra State House of Assembly calls on the Governor Chukwuma Soludo, to direct the Head of Service, Barr. (Mrs.) Theodora Okwy Igwegbe, and the Chairman Local Government Service Commission Bar. Vin Ezeaka, to, as a matter of necessity, conduct a staff/personnel audit across all MDAs in Anambra State.
The 8th assembly made the call on Thursday January 29th 2026 through a motion sponsored by Hon. Mimi Ifeoma Azikiwe, the lawmaker representing Onitsha North One Constituency.

In her submission, Hon. Azikiwe maintained that a Staff and Personnel audit is a systematic and comprehensive review of an organization’s human resources policies, and practices to assess effectiveness and ensure compliance with legal and regulatory requirements.
“The objective is to identify strengths and weaknesses, align workforce capacity with organizational goals, and promote a productive work environment;
“Such an audit provides critical insights into workforce planning, employee relations, skills assessment, training needs, and organizational gaps, while also serving as a tool for workforce optimization to enhance efficiency and accountability across Ministries, Departments, and agencies (MDAS). The last of such exercise in the State was in 2018;
” Staff Audit strengthens performance management by identifying policy gaps, procedural lapses, and organizational weaknesses. It also enhances human resource effectiveness by supporting employee relations, improving communication channels, and strengthening conflict resolution mechanism.
“Through proper documentation and review of employee records, it ensures accuracy, compliance, and accountability.
“More importantly, a Staff audit makes recommendations for improvements in policies, procedures, and training programs, thereby equipping the workforce to meet evolving institutional needs.
“Factual benefits of a staff audit include: regulations, reduction of legal risks, improved efficiency, and productivity, stronger employee engagement, better decision-making, and cost savings, amongst others.”
” This is not an indictment to the civil service, but a strengthening tool to the transformational agenda of Governor Soludo.
” There are alot of ghost workers, and as such, Staff audit is very necessary. The last audit was done in 2018.
“No serious system can run effectively with 2018 audit in 2026. There must have been death and promotion in the past seven years.
“We are not harnessing the best of our civil service and it is a dis-service. “Hon. Azikiwe stated.
Supporting the motion, Hon. Ebuka Igwe (Idemili South), Minority Leader Hon Johnbosco Akaegbobi (Nnewi South two), Deputy Minority Leader, Hon. Hon. Igwe (Ogbaru One), Hon. Nonso Atuchukwu (Nnewi South One) and Hon. Obi Nweke (Anambra East) in their separate contributions, maintained that if an audit is done across MDA’s in Anambra, it will help improve efficiency in the state.
Anambra Assembly Speaker, Rt. Hon Somtochukwu Udeze who presided plenary while commending Hon. Azikiwe for sponsoring the motion, noted that the audit across MDA’s will give a face lift to the policies of the State government.
