The House began with matters of urgent public importance. Honorable Timothy Ifedioramma representing Njikokoka 1 constituency, spoke on the motion which was moved on the 13th of July 2021. The motion was about the purported employment going on at the Anambra International Cargo Airport without following due process. The honorable, gave a summary of the consequent action and outcome of the motion which was handled in the executive section. Honorable Tim as the Chairman on House Committee on Works read out report on the resolution on the issue of the purported employment. Contained in the report was, ‘Be it therefore resolve by this honorable House,
That after due legislative oversight and appearance of the commissioner of works and justice before the honorable house, their explanation and commitment to applying due process in the employment process were acceptable.
The resolution passed by this honorable house on the 13th day of July, 2021 cancelling the employment and the process of employment at the Anambra International Cargo Airport and Ministry of justice be lifted,
That the state can now proceed with the employment of needed staff at the Anambra International Cargo airport and ministry of justice provided due process is followed.
Honorable Obinna Emeneke representing Anambra East constituency seconded the motion moved by Honorable Tim Ifedioramma, about lifting the ban placed on the employment in the airport. Amendments were made to the report after reasonable deliberations. It was also presented to the house that the employment going on at the Anambra International Cargo Airport is purely for accreditation purposes. The house also asked the state, that the employment should be restricted to that accreditation purposes.
The majority leader, Honorable Godwin Nnamdi Okoafor representing Awka south 1 constituency, pleaded with the house to look into the Anambra state mission and schools of nursing and midwifery bill 2021. A bill for a law to amend the Anambra state mission school of nursing and midwifery law 2016. The chief sponsor of the amendment, Honorable Somtochukwu Udenze, representing Ogbaru 2 constituency, was called upon to present the bill before the house.
Honorable Somtochukwu Udeneze moved the motion that the bill for a law to amend Anambra state mission school of nursing and midwifery law 2016, be read for the first time. The motion was seconded by the minority leader, Rt Honorable Onyebuchi Austin Ofor, representing Ekwusigo constituency.
The bill was read for the first time by the clerk of the house.
The majority leader also called upon the chief sponsor of the bill, to plead with the house to allow the bill go for a second reading.
Honorable Somtochukwu Udenze moved the motion to allow the bill go for second reading. This motion was seconded by Honorable Obinna Emeneke who happen to be the original sponsor of the Amendments of the Anambra state mission school of nursing and midwifery. In the second reading of the bill, the honorable members of the house present, gave their support and expressed how important it is for this bill to be amended and passed into law. The bill was passed as one that has gone through second reading.
The report of the judiciary committee on the bill to provide for Anambra state judidciary fund management ‘Financial Autonomy’ 2020 was presented to the house for possible consideration by Honorable Douglas Nwachukwu Egbunna, the chairman, house committee of judiciary
The majority leader moved the motion that the house resolve to the committee of the whole to consider the report on a bill for a law to provide for the management of funds accrue to Anambra state judiciary from the consolidated revenue fund of the state, to ensure accountability, transparency, effective and efficient utilization of funds and for other connected matters. The motion was seconded by the minority leader.
The house resolved to the committee of the whole for consideration of the bill and amendments were made to the report. The citation of the bill Anambra State judicial fund management ‘Financial Autonomy’ Law 2021 and shall come into force on the 16th day of August 2021.
The bill was also read for the third time and passed into law, as moved by the majority leader and seconded by the minority leader.
The house was adjourned and to reconvened on Thursday 5th of August.
