ANAMBRA STATE HOUSE OF ASSEMBLY PLENARY 7th December, 2021

The plenary meeting started with an opening prayer led by the honorable speaker Rt. Hon. Uche Okafor.

The Hon speaker reads a letter from His Excellency the executive governor of Anambra State, Chief Dr. Willie Mmaduaburochukwu Obiano .

The letter reads ‘’the honorable speaker and distinguish members of the state house of assembly, request for the resolution of the state house of assembly authorizing the state government to participate in, and access the #18, 225, 336, 103. 89k in bridging finance facility offered by the federal government of Nigeria.

I write to formerly request the resolution of the honorable house to enable the state government access from a bridging finance of #659, 112, 99, 740. 03k being offered to the 36 state of the federation by the federal government, the facility is to be disbursed equally to each of the state in the federation on the amounts of Eighteen billion two hundred and twenty five million, three hundred and thirty six thousand, one hundred and three naira eighty nine kobo in six equal tranches, to enable the state government cushion the effects of the payment of several federal government intervention facilities and finance specific budget and other capital expenditures’’. ‘’ the terms and conditions attached to the facility includes the following.

Facility amount Eighteen billion, two hundred and twenty five million, three hundred and thirty six thousand, one hundred and three naira, eighty nine kobo.

Mode of disbursement, six tranches, ten or thirty years, interest rate nine percent per annum, moratorium two years, the payment mode – monthly, security ISPO, administrative fee one percent, the state executive council has given the endorsement and is now remains for the house to give it approval so that the state can join the other states of the federation to access and enjoy this special facility.

Hon Godwin Nnamdi Okafor the majority leader and member representing Awka South 1 constituency reads the order ten of the day which is the presentation and consideration of report of the public accounts committee on the audited account of the 21 local government councils of Anambra state for the financial year ended on the 31st of December 2020 and he said that the presentation is supposed to be handled by the chairman of the committee Hon Somtochukwu Udeze.

Hon Barr. Chuka Fabian Ezenwune, member representing Idemili south constituency did the presentation of the report of the committee on the audited accounts of the committee of the 21 local government councils of Anambra state of Nigeria for the year ended 31st of December 2020 on behalf of the chairman of the committee Hon Somtochukwu Udeze.

Hon Godwin Nnamdi Okafor the majority leader moved a motion that the report of the public accounts committee on the audited account of the 21 local government councils of Anambra State for the financial year ended 31st of December 2020 be considered and Hon Onyebuchi Augustine Offor the minority leader seconded the motion moved by the majority leader of the house .

During the consideration of the report of public account committee on the audited account of the 21 local government councils in Anambra state for the financial year ended 31st December 2020, Hon Godwin Nnamdi Okafor said that the committee should be commended for a thorough job that they did.

Hon Chuka Fabian Ezenwune discovered that there is a mistake in item number five of the committees recommendation and plead it be expunged, there are other observations made, Hon Onyebuchi Augustine Offor seconded the motion that the item number five in the recommendation be expunged .

Hon Godwin Nnamdi Okafor moved a motion that the report be adopted, seconded by Hon Onyebuchi Augustine Offor. And the members of the honorable house agreed that the report be past and form a warmly tool of the honorable house.

Meanwhile there was a divide in the house when the majority leader moved a motion that the letter sent by the governor on the state securing #18.225,336,103 bridge finance facility with an irrevocable standing payment order on it statutory and other allocation deducted, to cover the monthly repayment of principal and interest over the tenure of the facility and also, that the Hon commissioner for finance Anambra state and accountant general of Anambra state should accept the bridge finance facility on the state behalf and sign all document relating there to it.

Hon Emeka Aforka deputy majority leader seconded the motion moved by the majority leader and as the speaker state house of representative is about to resolve the motion moved by the majority leader, there arise a chaos in disagreement but after a voice vote is past the Hon speaker state house of representative resolved that the state government accept the loan from the federal government.

The plenary was adjoined to Thursday 9th of December 2021 by the majority leader and seconded by Hon Onyebuchi Augustine Offor.

In an interview with the press after the plenary session Hon Noble Chukwunonso Igwe expressed his displeasure with the stand of the State house of assembly on the acceptance of loan from the federal government of Nigeria, stating that the verdict was passed without proper voting, and that those members agitating needs the state governor to state what he wants to do with the purported Loan.
