The executive governor of Anambra State Chief Willie Mmaduabuchukwu Obiano had sent a letter to the Anambra State house of assembly yesterday at the plenary, to permit the State acquire a loan from the Federal government.
The letter from the governor reads; ‘’The honorable speaker and distinguish members of the state house of assembly, request for the resolution of the state house of assembly, authorizing the state government to participate in, and access the Eighteen billion, two hundred and twenty five million, three hundred and thirty six thousand, eighty nine kobo, in bridging finance facility offered by the federal government of Nigeria.
I write to formerly request the resolution of the honorable house to enable the state government access from a bridging finance of Six hundred and fifty nine billion, one hundred and twelve million, ninety nine thousand, seven hundred and forty naira three kobo, being offered to the 36 state of the federation by the federal government, the facility is to be disbursed equally to each of the state of the federation.
Which amounts to Eighteen billion two hundred and twenty five million, three hundred and thirty six thousand, one hundred and three naira, eighty nine kobo per state and to be given in six equal tranches, to enable the state government cushion the effects of the payment of several federal government intervention facilities and finance specific budget and other capital expenditures’’.
The terms and conditions attached to the facility includes the following.
Facility amount Eighteen billion, two hundred and twenty five million, three hundred and thirty six thousand, one hundred and three naira, eighty nine kobo.
Mode of disbursement, six tranches, ten or thirty years, interest rate nine percent per annum, moratorium two years, the payment mode- monthly, security ISPO, administrative fee one percent, the state executive council has given the endorsement and is now remaining the house to give it approval so that the State can join the other States of the federation to access and enjoy this special facility.

Some of the house members express displeasure on the ruling of the honorable speaker Rt Hon Uche Okafor over the acceptance of loan amid economic hardship in the state.
‘’it is not in the best practice interest, the governor had to state what he is using the money he is collecting for, so that he can be checkmated when he doesn’t use it for that particular purpose, I am not against the loan but against the process’’ Hon Noble Chukwunonso Igwe stressed.
He added that the State governor should state categorically what he wants to use the money for, but was disappointed over the overlooking of the minority stand as he said ‘’the minority will have their say but the majority will have their way’’.
He also said that even though the voice vote was against taking the loan until the governor comes out to say what he intends to do with the loan, but they ruled them out and it is not fair.
Hon. Noble Chukwunonso Igwe said that he did not support the stand of the state house of assembly over the acceptance of the loan because he called for a divide, so that straight election could be conducted, to know if really majority of the house agrees to it but he was given deaf ears. He stressed that the proper way of obtaining loan, is by stating what you want to use the loan for, so to cub embezzling the money.
Angel network news correspondent gathered that Hon. Noble Chukwunonso Igwe express his displeasure because there was nothing I and other state house members that are against the acceptance of the loan can do now that the vote of acceptance of the loan has been passed.
