Plenary: Anambra Lawmakers Demand For Training Of Local Government Staff On ICT

Anambra State House of Assembly has urged Governor Chukwuma Soludo to direct the Managing Director of Anambra State Information Communication Agency to collaborate with the Anambra State Local Service Commission to commence training of local government staff on ICT compliance for enhanced service delivery.

The call was made at plenary on Thursday
through a motion sponsored by the lawmaker representing Idemili South constituency, Barrister Ebuka Igwe.

Hon. Igwe in his submission, maintained that the Anambra State Government under the visionary leadership of Governor Chukwuma Soludo, has made digital transformation and e-governance a cardinal pillar of its administration through the Anambra State Information Communication Technology Agency.

According to Hon. Igwe, the Local Government Councils constitute the third tier of government and the closest to the grassroots, making their staff pivotal to effective service delivery in areas such as revenue collection, health, education, agriculture, and community development.

In his words: “The Anambra State Local Government Service Commission (ANLGS) is statutorily responsible for the recruitment, training, discipline, and overall management of Local Government staff across the 21 Local Government Areas of the State;

“The absence of adequate ICT skills and compliance among Local Government staff has continued to hinder the full realization of e-governance initiatives, leading to inefficiencies, delays in service delivery, poor data management, and limited transparency;

“Sustained capacity building in ICT compliance will equip Local Government staff with modern digital tools, cybersecurity awareness, e-governance platforms, data analytics, and digital record-keeping, thereby aligning grassroots administration with the Soludo administration’s vision of a “Smart, Livable and Prosperous Anambra.

“Collaboration between Anambra State ICT Agency and Anambra State Local Government Service Commission is the most effective and cost-efficient mechanism to design and deliver targeted, practical, and result-oriented ICT training programmes for all categories of Local Government Staff’. Igwe stated.

Supporting the motion, Golden Iloh (Ihiala 2), Deputy Minority Leader, Nobel Igwe (Ogbaru one), Majority Leader, Ikenna Ofodeme (Ekwusigo), Tony Muobike (Aguata 2), Innocent Ojike (Oyi), Chidi Ibemeka (Njikoka One), and Nkechi Ogbuefi (Anaocha One) in their separate submissions lamented over the total decay in the system.

The lawmakers noted that the training of
Anambra local government staff, will enhance service delivery and ensure rapid transactions.

They maintained that the training
of local government staff will also produce competent and upgraded staff.

Deputy Speaker, Rt. Hon. Chukwuma Okoye who presided plenary, commended the sponsor of the motion, stating that the training of local government staff is vital for enhanced service delivery.

The House adjourned and to reconvene on April 9th.
