During the plenary session on Thursday, the Anambra Assembly considered the report of the Anambra assembly house committee on judiciary, for a bill for a law to establish a system of criminal Justice in Anambra State and related matters.
Honorable Douglas Nwachukwu member representing Onitsha North 1 constituency, the chairman house committee on judiciary Opined that the essence of criminal Justice is not to punish the offendance but to find out where the offendance have gone wrong in the society and make such individual a better person in the society.
He stressed that the essence of criminal Justice all over the world is of 3 R’s, reorientation, rehabilitation and reintegration.
Some procedures for remand proceedings includes
“Any suspect arrested for capital offense shall within a reasonable time be brought before a high court for remand”
“Any suspect arrested for a non capital offense which the magistrate Court has no jurisdiction to trial, shall within a reasonable time be brought before a magistrate Court for remand”
“An application for remand shall be made In the prescribed report and request for remand as contained in form 12 in the first schedule of the law”
The high court or magistrate Court after examining the reasons for the arrest and request for remand as contained in the prescribed request and remand form filed by the police and is certified that there is probable cause to remand such person pending the reseat of the legal advice from the seat of Anthony general or his arraignment before the court of tribunal may remand the person in custody.
Anambra Assembly after due consideration and amendment, do resolve and pass into law ‘a bill for a law to establish the system of criminal Justice administration in Anambra State and to provide for related matters 2022, repeal and reenactment.
Meanwhile the honorable member representing Nnewi North constituency Nonso Smart Okafor call on the governor of Anambra State professor Chukwuma Charles Soludo to come to the aid of Nnewi people on the collapse Ukwaka – Umudim bridge.
